Welcome to Winvian:
Win Smith III welcomed everyone to Winvian and provided a brief overview of the facility and the services provided. They attract numerous visitors from all over the world to their uniquely themed and designed cottages.
Adoption of CEDS Procedures:
Doug Parker and Rick Lynn provided an overview of the proposed CEDS procedures. They recommended adoption by the NWCTEDC Board of Directors.
Motion to approve: David Dean made a motion to approve the procedures as presented (below). JoAnn Ryan seconded the motion. The motion was passed unanimously.
NWCTEDC CEDS Procedures
Procedures for Preparing the 2011 CEDS and Establishing the Northwestern CT Economic Development Corporation as an EDA-Recognized Economic Development District
CEDS Preparation
1) LHCEO in cooperation with the NWCCOG serves as the “Planning Organization” pursuant to federal regulations and submits the application for CEDS funding to the EDA.
2) LHCEO and NWCCOG appoint the NWCTEDC Executive Committee as the “CEDS Committee” responsible for development of the CEDS.
3) LHCEO receives the grant and is responsible for grant administration.
4) CEDS Committee establishes a “Selection Committee” to draft a RFP for consultant services, review proposals, conduct consultant interviews, and develop a recommendation for the LHCEO and NWCCOG to consider.
5) Contract for consultant services entered into between the selected consultant, LHCEO and NWCCOG.
6) CEDS Committee oversees the work of the consultant and facilitates the scheduling of CEDS related meetings in the region.
7) CEDS final report completed in draft form and reviewed and endorsed by the CEDS Committee. Draft report then forwarded to the LHCEO and NWCCOG for endorsement.
8) CEDS report forwarded to EDA for approval. Upon EDA approval, the 2011 CEDS report is finalized and endorsed by CEDS Committee, NWCCOG and LHCEO.
Economic Development District (EDD) Designation
1) Letter of Intent from the NWCTEDC sent to the Governor and DECD indicating intent to seek EDD designation for the 20-town service area of the NWCTEDC.
2) Upon approval of state enabling legislation and the 2011 CEDS, formally request EDD designation by the Governor and EDA.
3) NWCTEDC bylaws may need amending to provide for a “Governing Committee” and “Strategic Planning Committee” as recommended by the EDA. There may also need to be provisions for municipal resolutions for the participating EDD towns.
4) NWCTEDC as the official EDD for the 20-town region seeks annual “planning assistance” from EDA for staff support and to pursue the implementation of the priority projects in the CEDS.

Tourism in NW CT
Speakers: Janet Serra and Jim Whitney are the executive directors for the Western CT Convention & Visitors Bureau.
Janet Serra provided an overview of the recent changes in the tourism district consolidation from five to three districts effective as of January 1, 2010. The new "Western CT Convention & Visitors Bureau" now includes many of the municipalities in Fairfield County and totals 63 towns and cities.
70% of the funding for the tourism districts has been cut due to state-wide budget deficits. The reduced staff is trying to do more with less while covering a larger region. The current emphasis is to increase public-private collaboration and utilize a greater variety of electronic resources.
A great deal of time and effort are being expended to update the web site to provide more interactivity, social networking opportunities and the creation of more virtual online tours.
Jim Whitney described how his role has changed to include more online virtual trade shows using less printed materials and more interactive web-based tools. He also focuses on providing support for events including production, management and resources. Unique to this region are free economic impact results using surveying software upon request from event organizers.
Gerri Griswold provided an overview of the numerous programs and activities that occur at the White Memorial Conservation Center in Litchfield/Morris which was established in 1964. White Memorial includes 4,000 acres with numerous outdoor recreational activities offered throughout the year including hiking, boating and cross-country skiing. Nature related educational programs are offered for both students and adults all year long. Gerri also discussed the threat to bats of a fungus that has far-reaching implications for the entire environment.

JoAnn Ryan reminded everyone of the Welcome Center celebration at 5:00 pm on Monday, May 10th at P.Sam's in Torrington.
