Bob Axelrod made a motion to approve slate. Leo Paul, Jr. seconded the motion. There was no discussion. The vote was approved unanimously.
Re-election of current directors - three year term - expires December 2012

Celeste Echlin made a motion to approve slate. Michael McGuffie seconded the motion. There was no discussion. The vote was approved unanimously.

Doug Parker recommended the addition of Bill Baxter to the Executive Committee representing the Torrington Development Corporation.
JoAnn Ryan made a motion to approve Bill Baxter as a member of the Executive Committee. Bob Axelrod seconded the motion. There was no discussion. The vote was approved unanimously
Regular Board Meeting
CEDS (Comprehensive Economic Development Strategies) 2010-2015
Doug Parker provided an overview and explanation of CEDS as an EDA (Economic Development Administration - U.S. Dept. of Commerce) sponsored program. The current CEDS plan was created in May 2004 by nine towns in the Litchfield Hills Council of Elected Officials (LHCEO) and North Canaan of the NW CT Council of Governments (NWCCOG). CEDS plans expire after five years. Doug recommended that a new CEDS be created to serve the eleven towns in the Litchfield Hills Council of Elected Officials (LHCEO) and the nine towns in NW CT Council of Governments (NWCCOG) as a newly created twenty town Economic Development District representing NW CT.
JoAnn Ryan made a motion to endorse creating a new CEDS to include LHCEO and NWCCOG in a newly created NW CT Economic Development District. Bob Axelrod seconded the motion. There was no discussion. The vote was approved unanimously
The regular meeting was focused on the global economy. John T. McCarthy, former U.S. Ambassador to Lebanon and Tunisia was the guest speaker.
John T. McCarthy was born and raised in New York City. He joined the Foreign Service of the United States of America in 1962 and worked for over three decades at various American Embassies and consulates in Europe, Asia and Africa or in the State Department in Washington. He was American Ambassador to Tunisia in 1991-94 and American Ambassador to Lebanon from 1988-90. Before that he served as Deputy Chief of Mission in Islamabad, Pakistan.
Other positions he has held include:
Deputy Assistant Secretary of State for Public Affairs, managing a $5 million publication and public speaking program to make Americans aware of policy issues.
Director of the Department's Office of Investment, where he negotiated bilateral investment treaties with several nations and led the U.S. delegation to a UN negotiation seeking to regulate multinational corporations.
Economic Counselor at the US Mission to the European Union in Brussels, working to expand trade, investment and energy cooperation with Europe.
Since leaving the State Department, Ambassador McCarthy was on the board of trustees of Save the Children USA and was Chairman of the International Serve the Children Alliance. As a consultant to the State Department, he continues to lead management assessment teams to Embassies abroad, most recently in Egypt (2009), Eastern Europe (2008,2006,2004 and 2002), South Korea (2003) and Saudi Arabia (2005). This spring he anticipates going to China on the same assignment.
Ambassador McCarthy holds a BA in History and Political Science from Manhattan College, a Masters in Public Administration from Harvard University and an honorary Doctor of Law from Manhattan College. He and his wife, Marija, a well-known painter and educator, have lived in Woodbury since 1996.
