Scenario Planning:
- Reviewed first session. Kay explained 20-point exercise and explained the purpose of the exercise as it relates to the second scenario planning session.
- Doug Parker reiterated that only those persons who attended the first scenario session are invited to attend the second. After discussions with Kay Carroll, they decided that it would be too confusing and distracting to backtrack for those missing the first session.
BOD Minutes 3-7-08
- The Board reviewed the minutes from the March 7th, 2008 Board of Directors Meeting.
- David Dean moved to approve the minutes; Leo Paul seconded the motion. The Board unanimously approved the minutes.
Treasurer's Report - Lou Helt, Treasurer
- Total Income as of March 31, 2008: $1000
- Total Expanses as of March 31, 2008: $1680
- Balance as of March 31, 2008: $1393.46
Welcome Center Update - JoAnn Ryan
JoAnn met with a representative from the Commission of Culture and Tourism
Engineer deemed the diner's structure sound to move to the new site.
Historical Architect provided guidelines to ensure the diner remains on historical registry, despite moving the diner to a new location.
Kent Film Festival - Doug Parker
- Doug stated that it was a great event, and that the film industry will become increasingly important to Northwest CT's economy.
CBIA - Jason Giulietti - JoAnn
- Jason is a Research Economist for CBIA.
- He will address NWCTEDC members at the next Board of Directors Meeting on May 2nd.
Brownfields - Rose Ponte
- Torrington received two Environmental Protection Agency grants ($400,000) for site analysis. The first grant is to test for petroleum pollution. The second is to test for hazardous materials.
- The grants are for community wide use, not dedicated to specific sites.
- Torrington will establish a database of brownfields properties within the city. Then they will pick the top 5 sites to analyze.
Film Industry - Rose Ponte and Doug Parker
Movie Industry Readiness for towns:
- Each town should have a film liaison and have a prepared list of vendors to assist filmmakers when they come to the area.
- Towns should also have a simple permit application for filmmakers to complete before they start filming. This will provide the town and the police and fire departments with notice that filming will be taking place. Therefore they can warn locals when certain streets will be crowded or closed due to filming.
- The State of Connecticut/Commission on Culture and Tourism is starting an on-line pictorial database of locations available for filming. This will help location scouts find places to film. More information can be found at Commission on Culture and Tourism's website.
Nidec - Doug Parker, Pat Power, and Vance Taylor
- A Japanese company abandoned this site, but still owns it. It is seeking to sell the property and sever all liability it may have for any environmental issues related to the property on Franklin Drive.
- NWCTEDC discussed purchasing the property for small business incubator space.
- Nidec may convey the property to NWCTEDC as a gift, but the environmental issues pose a concern.
- Nidec completed some testing of the property, but NWCTEDC cannot interpret the data.
- HRP has offered to analyze the data and create a report. This will not cost NWCTEDC anything, nor will it shift any liability to NWCTEDC. HRP will not perform new testing, just analysis of the data, but they promised to help NWCTEDC find funding for additional testing if it is needed.
- Pat Power moved to grant the Executive Committee the power to negotiate, finalize, and agree to terms with HRP, so that HRP can analyze Nidec's environmental data for the addressStreetFranklin Drive property. Leo Paul seconded the motion. The Board of Directors unanimously passed the motion.
